Position Summary:The Director of Pharmacy Procurement and Distribution Management is a unique hybrid role combining clinical pharmacy expertise with strategic supply chain management. This role reports to the Senior Director of Purchasing and Procurement for operational matters, and for clinical matters this role reports (dotted line) to the Vice President of Medical Affairs. As a licensed pharmacist, this leader serves as the clinical advisor to UHP's procurement team on all pharmaceutical and medical supply purchasing decisions. This position is responsible for managing UHP's 340B Drug Pricing Program, establishing formulary protocols, determining optimal medication and supply inventory levels across all sites, and leveraging eClinicalWorks data to drive evidence-based, cost-effective procurement strategies. The Director collaborates closely with clinical leadership, procurement staff, and finance teams to ensure medication availability, regulatory compliance, cost optimization, and ultimately, enhanced patient care across UHP's 12 primary care sites, 2 mental health facilities, and 12 school-based health centers
Strategic Pharmaceutical ProcurementServe as clinical advisor to procurement team on all pharmaceutical and medical supply purchases, recommending which medications and supplies to purchase based on clinical evidence, cost-effectiveness, and patient population needs
Develop and maintain UHP formulary across all 12 primary care sites, 2 mental health facilities, and 12 school-based health centers
Analyze eClinicalWorks data to identify prescribing patterns, utilization trends, and procurement needs
Determine optimal order quantities, timing, and frequency to minimize waste and ensure medication availability
Negotiate pharmaceutical contracts with manufacturers, wholesalers, and specialty pharmacies
Identify opportunities for therapeutic substitutions and generic conversions to reduce costs without compromising patient care
340B Drug Pricing Program ManagementOversee all aspects of UHP's 340B Drug Pricing Program to maximize savings and ensure strict compliance with federal regulations
Maintain accurate covered entity registrations and contract pharmacy arrangements with HRSA
Conduct regular audits to prevent drug diversion and duplicate discounts
Train clinical and administrative staff on 340B eligibility determination and documentation requirements
Serve as primary liaison with HRSA, pharmaceutical manufacturers, and auditors on 340B program matters
Track 340B savings and prepare reports demonstrating reinvestment in patient care programs
Multi-Site Distribution & Inventory ManagementEstablish and maintain par levels for medications and medical supplies at all UHP sites using data-driven methodologies
Design and implement distribution strategies to ensure appropriate stock levels across all clinical locations
Utilize eClinicalWorks reports to forecast medication demand and prevent stockouts or overstock situations
Coordinate with site-level clinical teams to understand unique patient population needs and adjust distribution accordingly
Develop emergency protocols for medication shortages and supply chain disruptions
Implement cycle counting and inventory accuracy improvement initiatives to minimize waste and expiration
Data Analytics & TechnologyExtract and analyze data from eClinicalWorks to generate insights on medication utilization, patient adherence patterns, and procurement needs
Create dashboards and reports tracking key pharmacy metrics: formulary compliance rate, generic utilization rate, 340B savings, inventory turns, expiration/waste rates
Use predictive analytics to optimize purchasing timing and quantities
Collaborate with IT to enhance EMR functionality for inventory management and clinical decision support
Monitor medication spend by site, provider, therapeutic category, and payer
Partner with Supply Chain Financial Analyst to integrate pharmaceutical data into enterprise analytics and financial projections
Clinical Leadership & ComplianceEnsure all pharmaceutical procurement complies with DEA, FDA, state Board of Pharmacy, and FQHC regulations
Develop and update policies and procedures for medication procurement, storage, handling, and disposal
Provide clinical expertise on medication safety, recall management, and adverse event reporting
Partner with Chief Medical Officer and Medical Directors on formulary decisions and treatment protocols
Educate providers on formulary medications, cost-effective prescribing practices, and 340B eligible patient identification
Support medication prior authorization processes and payer contract negotiations
Lead medication use evaluations and quality improvement initiatives
Cross-Functional CollaborationPartner with Senior Director of Procurement on overall supply chain strategy and vendor relationships
Work with Supply Chain Financial Analyst on pharmaceutical budget forecasting, cash planning, and spend projections
Collaborate with Finance on pharmaceutical budget variance analysis and cost optimization initiatives
Coordinate with Clinical Operations on medication access programs and patient assistance initiatives
Liaise with site managers, providers, nurses, and clinical staff on medication availability and distribution issues
Minimum Qualifications:PharmD required with unrestricted NYS License
5-7 years of progressive pharmacy experience
At least 3 years in FQHC, community health, or hospital pharmacy setting
Demonstrated expertise in 340B Drug Pricing Program compliance and management
Experience with pharmaceutical procurement and inventory management
Proficiency with eClinicalWorks or similar EMR/EHR systems for data extraction and reporting
*Strong data analytics skills (Excel, SQL, or BI tools)
Starting Compensation: Minimum $152,000 per annum; Maximum $160,000 per annum
